Aid is fungible, of course, and the more that pours in for hospitals and schools, the more there is available to fund terror attacks against Israel. But that’s none of the EU’s concern.

Barroso to Fayyad, Extra 20 Mln From EU Commission
(ANSAmed) — BRUSSELS, JULY 13 — The EU Commission has decided to lay out extra funds of 20 million euros in support of the Palestinian National Authority and is studying the possibility of reaching an extra 40 million.
The announcement was made by the President of the EU Commission, Jose’ Manuel Durao Barroso, during a meeting with the PNA Prime Minister Salam Fayyad, who is currently visiting Brussels.
“These additional funds are of extraordinary importance to us,” Fayyad said. “We must meet the elementary needs of our population”.
And, even though Europe is struggling under the worst financial crisis in more than a generation, it hasn’t forgotten its obligations to the “Mediterranean Union”. Morocco, ever in need of more European help, is being given another €580 million by Brussels:

Morocco: Development, 580 Million Euros From European Union
(ANSAmed) — RABAT, JULY 13 — Morocco and the European Union signed an agreement today in Rabat over a cooperation programme worth 580 million euros (6.6 billion dirham) for the 2011-2013 period. The Map agency reported that the agreement was signed by the head of the EU delegation in Rabat, Eneko Landaburu, and Algeria’s minister of the Economy and Finance, Salaheddine Mezouar.
The amount will be used in the development of social policies (116 million euros), economic modernisation (58 million), institutional support (232 million), good governance and human rights (87 million), and protection of the environment (87 million).
It seems that Europeans have the choice of supporting Moroccans in Antwerp and Slotervaart, or supporting them in Rabat and Marrakech. But the one thing they can’t choose is not to support Moroccans.

The Scottish political elite who deride Israeli Doctors and send aid to HAMAS also preside over the Scottish health service and other government departments which have been responsible for and failed to address what they term the Scottish effect the low life expectancy of a large part of the Scottish population.
Presumably it does not help the abysmal life expectancy statistics when those jihadi doctors attempt to add a couple of hundred to the list by spending their off-duty time commiting a terrorist attack on the local airport-glasgow.
