The European Union has dropped its requirement that member states label meats as halal — i.e., that the animals had been slaughtered without being stunned first. Presumably meat destined for Muslim markets will be so labeled, but kafir customers will not be able to tell if their purchases are halal or not.In other news, “golliwog” dolls have been removed from displays by an Australian retailer to avoid offending Oprah Winfrey, who is planning a visit.

Certainly "not having been stunned first" is not the definition of halal. I don't know whether it's a necessary condition for meat to be halal, but I read this somewhere else:
Electrical pre-stunning is not allowed under strict Jewish traditions, whereas the practice is acceptable to many British Muslims.

This is the news feed. I'm not reporting my own opinion, nor what I consider to be the facts, but what is in the news story in question. The definition I gave is what the article says.
I know the official Islamic definition of "halal" quite well. But I would write an entirely separate post if I wanted to expound on that.
